Project Name: Oklahoma Center for Hydrological Integrated Monitoring, Modeling, and Mitigation

Request Explanation: The United States lacks adequate monitoring systems that would enable proactive management of its water resources to mitigate the effects of extreme hydrologic events. Specifically, Oklahoma is one of the most drought-affected regions in the nation as evidenced by the extreme duration of exceptional drought in recent years and the billions of dollars in federal drought relief payments received in the past decade. Beyond the economic damages of these events, the devastating impacts on human life and health, agricultural systems, ecosystems, and infrastructure are immeasurable. Oklahoma State University is ideally suited to meet this need because of its nationally recognized leadership in environmental monitoring systems and in research using data from those systems to create models that accurately predict the impacts of hydrologic extremes.
The proposed project, the Oklahoma Center for Hydrological Integrated Monitoring, Modeling, and Mitigation (OCHIM3), would develop and deploy an integrated water monitoring system through an enhanced sensor network across Oklahoma to provide real-time data on surface water, soil water and groundwater; data from these systems would be integrated into sophisticated models so that changes in hydrologic conditions can be used to 1) monitor and predict droughts, 2) better manage infrastructure and resources before, during and after extreme events and, 3) more accurately target warning and relief efforts.

Request Explanation: Throughout the Great Salt Plains Health Center service area, providers of all specialties are in a shortage. There is a need for pediatricians, with only a limited amount in the service area. Fortunately, Great Salt Plains Health Center has secured a contract with a pediatrician to begin practicing in 2023. The proposed project would include the construction of a new pediatric clinic along with administrative space. This project will provide 3000 sq. ft of clinic space for the newly recruited pediatrician with room for an additional future pediatrician or family medicine provider. It also includes 3000 sq. ft for future providers. This project will provide a total of 6000 sq. ft of new construction. This location would be approximately 7.5 miles from the existing Great Salt Plains Health Center’s Enid East Campus and would be able to serve and provide additional access to care throughout the City of Enid.

Request Explanation:Currently, the delivery system serving the landowners of Lugert-Altus Irrigation District is still the original Bureau of Reclamation’s 1940’s construction. Funds would be used to modernize the open ditch canals within the W.C. Austin Project’s Ozark canal. The need for this project is supported by a 2005 Bureau of Reclamation study that highlighted the significant water loss that is occurring as a result of aged infrastructure. The $4 million would be directed to the Army Corps of Engineers, so they could update infrastructure and promote water conservation.

Request Explanation: The existing greenhouse was built in 1993, a headhouse was added in 1994, and another greenhouse wing was built in 2004. If funded this project would update the climate control systems and shading system. The project would update the climate control systems, and shading system. The project would also repair the lift station pump at the headhouse. These structures are critical to continue plant breeding research for grasses important to the Southern Plains.

Request Explanation: The ARS- Grazinglands Research Laboratory located at historic Ft. Reno has approximately 5 miles of paved roadway and approximately 18 miles of gravel roads. These roads are crucial infrastructure that must be maintained for the station to function at its highest capacity. Due to heavy use and several extreme weather events over the last decade, the paved roads need roadbed repair in some locations and resurfacing in its entirety. The gravel roads are also in need of maintenance with some roadbeds sinking and much of the gravel being washed away. This project would provide funds to complete the needed maintenance described above.

Project Name: Hydraulic Engineering Research Unit Facility

Request Explanation: Internationally renowned USDA-ARS HERU scientists conduct physical model studies of dams, levees, spillways, channels, and grade stabilization structures. These models are constructed from various materials including wood, plexiglass, concrete, and metal. Scientific staff use 1940s vintage military excess buildings as its carpentry and machine shops. The size of the buildings is not conducive for constructing larger scale models that are often needed. If funded these funds would be used to construct a new single state-of-the-art energy-efficient facility to replace existing 1940s vintage shops. This project would provide a safer working environment and provide a more efficient space for constructing models.
