Project Name: Lake Carl Blackwell Dam Safety Improvement and Flood Control

Request Explanation: Oklahoma State University is seeking $22 million to bring the dam at Lake Carl Blackwell into compliance with federal and state safety standards. The dam, constructed in the 1930’s by the federal government and given to OSU in 1954, does not currently meet state or federal dam safety criteria—not because of lack of maintenance, but because of changes in dam safety criteria since the federal government built the lake. OSU and the City of Stillwater are downstream in a flood plain from the dam. Lake Carl Blackwell also is the primary source of water for OSU and serves as a secondary source for the city. USDA has an Agricultural Research Service facility (Hydraulic Engineering Research Unit) near the foot of the dam.

Project Name: Construction and Equipment Phenotyping Facility

Project Name: Fire and EMS Public Safety Facility
